Gentlemen-

First, I appreciate the task set forth by the league to improve the pro-farm balance, and the consideration given to this change by @Graham @taco-stevenson @coreybalint @Anthony Matthews @fnhl_philly. 

I believe the proposal below addresses the core issues to increase strategy and competitive balance, and is being recommended via a phased-in approach so to have both an immediate impact while simultaneously not being too drastic in the first year.
